Does a new unit really need to be have the guages hook up to be checked out?

My new 13 Seer 5 ton central air conditioner (4TCC3060A)finally has the ducting finished, 2 month process. I have observed the workment at all times, They have never uncovered the service ports much less put the gauges to check.operation. For a $4500 package, and 5 year parts warranty they have done nothing more than level, attach drain, and existing wiring and install exterior ducts. Am I expecting too much or are units today shipped outside the USA ready to go into service? (Service location La Paz BCS MX 100F 108.5 heat index yesterday)
