From a Scientist, Doctor, Chemist, etc. Ionized Water. . .?

Does it work? How? Is it dangerous for anyone? If it does work how would people with Crohns, RA, Digestion Problems due to removal of Gall Bladder, Bi-Polar, Diabetes, Congenital Heart Defects, and Depression be affected? I know people with these problems and we are trying to decide if this Ionized Water is myth or fact. A clmate in my EMT cl swears by the stuff. Plus I love Science in general and would like to know how this actually works, if it does.
